Robert “Bob” Osmond was sworn in by Governor Matt Meyer as Chief Information Officer (CIO) for the Delaware Department of Technology and Information (DTI) on May 7, 2026.
As CIO, he is responsible for ensuring the State of Delaware utilizes innovative technologies to deliver secure, reliable, interoperable, and cost-effective solutions that enable state agencies and organizations to successfully fulfill their missions.
Prior to joining DTI, Bob served as Commonwealth CIO for Virginia and Chief of Technology and Business Strategy for the Virginia Department of Transportation (VDOT). Bob volunteers as an Emergency Medical Technician (EMT) and holds a certification from the National Registry of EMTs. He has lectured on business management consulting at the George Washington University School of Business. Bob has been recognized by StateScoop as a State Executive of the Year (2023 and 2025) and by GovTech as a Top 25 Doers, Dreamers and Drivers (2025). In 2026, he was named an Honoree of Virginia Business’ C-Suite Awards.
