Project Management

Stephanie Wingert — Director

Project portfolio is a collection of projects that are similar in nature or meet a set of pre-defined criteria. Portfolio management is centralized management of multiple portfolios that facilitates identifying, evaluating, prioritizing, authorizing, and controlling projects or programs to achieve organizational strategic intent.
Mission
This team’s major focus is to provide oversight of the Enterprise Information Technology Project and Program Portfolios from ideation through closure.
Vision
The Program Management Office (PMO), working with all State organizations, will provide leadership and direction for the State’s IT initiatives to ensure transparency, accountability, and benefit to the State.

The Major Projects Quarterly Review was established in 2011 to provide cross team/cross organizational project governance through DTI’s Project Management Team, led by the Chief Technology Officer and the CIO. Major projects are identified as part of the iTIC business case review process and are requested to participate in the quarterly review meetings based on size, budget, and/or complexity of change. The project manager, project team, agency IRMs, and sponsors are invited to attend as projects are reviewed in detail on the scope, budget, schedule, risks/issues, and post ‘go-live’ planning.

The review process provides the details on the project health and current overall status that is then captured in a dashboard format to the Governor. Projects that are indicated as YELLOW means the project is in trouble and indications are that it may not finish on schedule or within budget. Projects that are indicated as RED means the project is not going to finish on schedule or within budget. For projects in either YELLOW or RED status, the project sponsors or designee(s) are requested to attend and present at the Technology Investment Council (TIC) for further review and decisions on the path forward.

Goals
  • Manage projects to customer expectations and establish deadlines
  • Proactively manage project issues and mitigate project risks
  • Ensure projects align with state standards and policies
  • Mentor other PMs by sharing experiences and best practices
