Digital government services are rapidly expanding in the State of Delaware. Offering secure access to an individual with a proven identity via a single sign-on solution for residents and visitors is key to enabling people to easily make purchases and transact personal business with multiple state agencies using a single, validated personal identity.

This solution offers identity and access management for Delaware’s many public-facing digital government endeavors. Delaware seeks to offer a highly personalized experience to anyone with a relationship to state government.

The State of Delaware’s new Sign-On solution is a required enterprise front-end to Delaware’s digital government plans. It has a State internal Delaware Identity system, “Delaware ID” ID.Delaware.gov for State workers to validate their identity to securely access state systems and applications from any device, anytime, anywhere. We are excited that this new solution provides unparalleled security and ease of use for workers.

My.delaware is the comparable public single sign on system using the same solution. The public constituent myDelaware identity system supports a variety of digital government. People can register and access myDelaware.gov do business with the state, and former and current State employees also use their personal myDelaware identities to manage pension and employee benefits.

What about Multi-Factor Authentication (MFA)?

MFA set up will be required by default for all Delaware ID users, as well as for all resident and visitor users of myDelaware.

MFA is required for applications hosting employee, resident, and visitor Personally Identifiable Information/data requiring a high degree of security (e.g., secret/top secret data).

Users choose among four available factors (voice call, SMS, security question, Okta Verify app). MFA will be invoked for users who: log in to either tenant from outside the state network; when the solution detects anomalies to user behavior (unfamiliar device, unrecognized or high-risk location); or if a previous token has expired.
